Even when objective indicators improve, citizens may continue to believe that immigration is becoming more problematic if governments repeatedly emphasize crisis and emergency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, confidence in immigration policy cannot be rebuilt simply by announcing increasingly strict measures.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Similar Developments Can Be Seen in Japan<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Japan has recently introduced several significant changes to its immigration administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Examples include substantial increases in immigration application fees and stricter operational standards for the Business Manager visa, particularly regarding capital investment and the assessment of genuine business activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each of these reforms has legitimate policy objectives. Administrative costs should be appropriately shared, abuse of immigration programs should be prevented, and public confidence in the system is important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, an important question remains.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do these reforms genuinely improve institutional performance, or do they mainly communicate that the government is becoming tougher on immigration?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If policy changes are perceived primarily as symbolic demonstrations of firmness, Japan could eventually face the same political cycle observed in the United Kingdom. Repeated announcements of stricter policies may unintentionally reinforce the public perception that immigration remains out of control, encouraging demands for even harsher measures rather than increasing confidence in existing institutions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Trust Requires Better Institutions, Not Simply Tougher Rules<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Balanced Coexistence Model does not frame immigration policy as a choice between openness and restriction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, it argues that immigration governance should be built upon explainability, predictability, fairness, and institutional accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, if immigration application fees are increased, the additional revenue should visibly improve administrative services through faster processing, expanded digital services, stronger consultation systems, and greater transparency in decision-making.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, if Business Manager visa examinations become more rigorous, immigration authorities should provide clearer explanations regarding approval standards, evaluation criteria, and the reasons behind individual decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Institutional trust grows when people understand not only what decisions are made, but also why those decisions are made.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without sufficient transparency, stricter administration alone may generate frustration among applicants, employers, administrative professionals, and ultimately the wider public.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">From Political Performance to Institutional Design<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Guardian concludes that the Labour government should focus not on symbolic displays of toughness but on administering immigration policy consistently, humanely, and transparently while explaining its necessity to the public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This recommendation has significance far beyond the United Kingdom.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Japan faces long-term demographic decline and persistent labor shortages. Immigration will likely remain an essential component of Japanese society. Under these circumstances, the objective should not be to announce new restrictive measures every year. Rather, policymakers should build institutions that both Japanese citizens and foreign residents can trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Balanced Coexistence Model does not advocate unlimited immigration, nor does it support exclusionary nationalism. Instead, it seeks a society in which competing values are balanced through reliable institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Explainable administration, mutual responsibilities, RegTech-enabled institutional coordination, preventive support, and transparent governance together create sustainable public trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Political performance may generate temporary headlines.
