The Question<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">What makes an immigration system trustworthy?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer is often assumed to be moral: fairness, humanity, or good intentions.<br>But trust in institutions does not emerge from intentions.<br>It emerges from structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question, therefore, is not what values we claim to hold,<br>but how a system produces\u2014or fails to produce\u2014trust.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">2. Defining Trust<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In this model, trust is defined as follows:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Trust is the condition in which individuals can understand, anticipate, and rely on institutional decisions without excessive uncertainty.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This definition has three essential components:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Understanding<\/strong> (Why was this decision made?)<\/li>\n\n\n\n<li><strong>Anticipation<\/strong> (What will happen next?)<\/li>\n\n\n\n<li><strong>Reliability<\/strong> (Will similar cases be treated similarly?)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Trust is not belief.<br>It is not emotional confidence.<br>It is a <strong>structural condition created by institutional design<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">3. Implications for Immigration Policy<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In immigration systems, these elements are often weak.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Criteria are unclear<\/li>\n\n\n\n<li>Decisions are rarely explained<\/li>\n\n\n\n<li>Outcomes vary widely<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, both institutions and individuals operate under mutual distrust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Improving trust does not require moral persuasion.<br>It requires structural redesign.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">6.
