and Refugee Policy Begins with Trust [Balanced Coexistence Model \u2013 Part 22]"},"content":{"rendered":"\n<p>What is immigration and refugee policy for?<\/p>\n\n\n\n<p>It is not merely about control or regulation.<br>Nor is it simply a system to restrict the movement of people and maintain order.<\/p>\n\n\n\n<p>At its core, it is a means to reduce distrust and misfortune,<br>and to build a foundation that enables each individual to live a better life.<\/p>\n\n\n\n<p>Yet in reality, institutions often generate distrust.<br>Distrust breeds further distrust,<br>and as a result, misfortune is reproduced.<\/p>\n\n\n\n<p>Why does this happen?<\/p>\n\n\n\n<p>At the root of this problem lies a fundamental issue:<br>the absence of a proper design of trust.<\/p>\n\n\n\n<p>Trust does not arise naturally.<br>It must be designed as a system and accumulated through practice<br>before it can take root in society.<\/p>\n\n\n\n<p>In the modern world, this trust is supported by two layers.<\/p>\n\n\n\n<p>The first is <strong>institutional trust<\/strong>, ensured by the legislative and executive branches.<br>Transparency, consistency, and predictability\u2014<br>only when these are secured can people trust the system.<\/p>\n\n\n\n<p>The second is <strong>operational trust<\/strong>, realized through technology.<br>Simplified procedures, visible information, and support for decision-making processes\u2014<br>these form the foundation that enables institutions to function in real society.<\/p>\n\n\n\n<p>Institutions alone cannot deliver trust.<br>Technology alone cannot create it.<\/p>\n\n\n\n<p>Only when the two overlap<br>does trust truly take root in society.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>The <strong>Balanced Coexistence Model<\/strong> presented in this book<br>is a redesign of immigration and refugee policy centered on this concept of trust.<\/p>\n\n\n\n<p>It does not fix opposing values in place\u2014<br>such as national interest and individual dignity,<br>security and freedom,<br>acceptance and integration\u2014<br>but seeks to balance them within institutional design<br>and guide them toward coexistence.<\/p>\n\n\n\n<p>And this model does not remain at the level of theory.<\/p>\n\n\n\n<p>Through the <em><a href=\"https:\/\/www.japan-workers.com\/?p=1478\" title=\"\">Foreign Resident RegTech Demonstration Series<\/a><\/em>,<br>I am also working to build the technological foundations<br>that allow these systems to function in practice.<\/p>\n\n\n\n<p>Banking, insurance, housing, employment\u2014<br>embedding immigration procedures into social infrastructure<br>and eliminating the disconnection between systems and daily life.<\/p>\n\n\n\n<p>This is an attempt to transform<br>\u201ctrust as an institution\u201d<br>into \u201ctrust that functions within society.\u201d<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>Theory and implementation must not be separated.<\/p>\n\n\n\n<p>Implementation without theory loses direction.<br>Theory without implementation never reaches reality.<\/p>\n\n\n\n<p>This book moves back and forth between the two,<br>presenting new possibilities for immigration and refugee policy.<\/p>\n\n\n\n<p>To design trust.<br>To implement trust.<\/p>\n\n\n\n<p>Beyond that lies a society<br>where distrust and misfortune are reduced,<br>and where more people can live with security and dignity.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>*This post was written as a prologue to the <a
