At the same time, the country is expanding programs such as the Specified Skilled Worker system and preparing to introduce the new <em>Training and Employment (\u80b2\u6210\u5c31\u52b4)<\/em> framework in 2027.<\/p>\n\n\n\n<p>However, while immigration policies have evolved, the <strong>social infrastructure surrounding foreign residents has not kept pace<\/strong>.<\/p>\n\n\n\n<p>In Japan today, immigration status is administered by the Immigration Services Agency. Yet everyday life requires interaction with many other systems:<\/p>\n\n\n\n<p>banks<br>housing<br>employment<br>insurance<br>local government services<br>education<br>healthcare<\/p>\n\n\n\n<p>These systems operate largely <strong>independently from the residence status framework<\/strong>.<\/p>\n\n\n\n<p>As a result, foreign residents frequently encounter situations where:<\/p>\n\n\n\n<p>a valid residence status does not automatically enable access to banking services<br>housing contracts require complex verification procedures<br>employers struggle to confirm immigration compliance<br>support organizations lack real-time information about residents\u2019 status<\/p>\n\n\n\n<p>In other words, <strong>Japan\u2019s immigration system and its social infrastructure remain structurally disconnected<\/strong>.<\/p>\n\n\n\n<p>This gap creates friction not only for foreign residents but also for businesses, financial institutions, and local governments.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Immigration Policy Alone Is Not Enough<\/h2>\n\n\n\n<p>Public debates about migration often focus on must check work authorization.<br>Support organizations must track visa conditions for the workers they assist.<\/p>\n\n\n\n<p>At present, much of this verification process relies on <strong>manual document checks and fragmented information flows<\/strong>.<\/p>\n\n\n\n<p>This is precisely where <strong>RegTech (Regulatory Technology)<\/strong> can play a transformative role.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">What Is Immigration RegTech?<\/h2>\n\n\n\n<p>RegTech refers to technological solutions designed to facilitate compliance with regulations.<\/p>\n\n\n\n<p>In the financial sector, RegTech has already become an essential tool for:<\/p>\n\n\n\n<p>identity verification<br>anti-money-laundering compliance<br>transaction monitoring<\/p>\n\n\n\n<p>A similar transformation could occur in the field of immigration.<\/p>\n\n\n\n<p><strong>Immigration RegTech<\/strong> would connect:<\/p>\n\n\n\n<p>immigration status<br>legal compliance<br>financial services<br>employment systems<br>housing infrastructure<br>support services<\/p>\n\n\n\n<p>through digital verification and interoperable data frameworks.<\/p>\n\n\n\n<p>Rather than replacing immigration policy, Immigration RegTech would <strong>enable existing regulations to function more smoothly and transparently<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">A Proposal Through Practical Experiments<\/h2>\n\n\n\n<p>This series, <strong>Immigration RegTech Japan<\/strong>, is an exploratory project that examines how such systems might be designed and tested in Japan.<\/p>\n\n\n\n<p>The goal is not to present a finished policy blueprint.<\/p>\n\n\n\n<p>Instead, the series proposes <strong>practical experiments and conceptual models<\/strong> that could bridge the gap between immigration administration and social infrastructure.<\/p>\n\n\n\n<p>Topics in this series will include:<\/p>\n\n\n\n<p>digital verification of residence status<br>integration of immigration data with financial services<br>compliance support for employers<br>technology for registered support organizations<br>housing access infrastructure for foreign residents<br>cross-sector regulatory coordination<\/p>\n\n\n\n<p>Each installment will explore one possible component of a future <strong>Immigration RegTech ecosystem<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator framework known as the <strong><a href=\"https:\/\/www.japan-workers.com\/?p=1439\" target=\"_blank\" rel=\"noopener\" title=\"\">Balanced Coexistence Model<\/a><\/strong>.<\/p>\n\n\n\n<p>While the Balanced Coexistence Model focuses on the <strong>normative and policy principles of migration governance<\/strong>, the Immigration RegTech series concentrates on <strong>institutional and technological infrastructure<\/strong>.<\/p>\n\n\n\n<p>In short:<\/p>\n\n\n\n<p>Balanced Coexistence Model<br>\u2192 migration governance philosophy<\/p>\n\n\n\n<p>Immigration RegTech Japan<br>\u2192 institutional and technological implementation<\/p>\n\n\n\n<p>Both discussions are complementary.<\/p>\n\n\n\n<p>A well-designed immigration system requires not only sound policy but also <strong>functional infrastructure capable of supporting everyday life<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Toward an Integrated System<\/h2>\n\n\n\n<p>As Japan becomes an increasingly international society, the challenge is no longer simply whether to accept foreign workers.<\/p>\n\n\n\n<p>The deeper question is how to build a system in which:<\/p>\n\n\n\n<p>residence status<br>economic participation<br>legal compliance<br>social integration<\/p>\n\n\n\n<p>are <strong>structurally
