\u201ctemporary.\u201d<br>Programs such as the Technical Intern Training Program and the Specified Skilled Worker system were officially framed as short-term labor measures rather than immigration policy.<\/p>\n\n\n\n<p>However, reality tells a different story.<\/p>\n\n\n\n<p>Many foreign workers stay in Japan for long periods, move between jobs, build social ties, and become part of local communities.<br>At the same time, when their status ends, they are expected to leave the country.<\/p>\n\n\n\n<p>This gap between institutional design and social reality reveals a deeper structural question:<\/p>\n\n\n\n<p><strong>How should mobility itself be managed?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Limits of the \u201cTemporary Worker\u201d Framework<\/strong><\/h2>\n\n\n\n<p>The idea of the \u201ctemporary worker\u201d assumes a simple trajectory:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Workers enter the country<\/li>\n\n\n\n<li>They work for a limited period<\/li>\n\n\n\n<li>They return home<\/li>\n<\/ol>\n\n\n\n<p>But this linear model rarely reflects real life.<\/p>\n\n\n\n<p>Workers change employers.<br>Industries evolve.<br>Skills improve.<br>Families and communities form.<\/p>\n\n\n\n<p>Migration, in practice, is not linear but <strong>cyclical<\/strong>.<\/p>\n\n\n\n<p>Ignoring this reality creates policy distortions.<br>Workers are treated as disposable labor rather than participants in a long-term economic relationship between countries.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Circular Migration as a Policy Framework<\/strong><\/h2>\n\n\n\n<p>Many countries have begun to shift from \u201ctemporary worker\u201d models to <strong>circular migration frameworks<\/strong>.<\/p>\n\n\n\n<p>Circular migration recognizes that people may move back and forth between countries over time.<\/p>\n\n\n\n<p>Instead of assuming a single entry and exit, the system allows for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>repeated legal mobility<\/li>\n\n\n\n<li>recognition of skills gained abroad<\/li>\n\n\n\n<li>reintegration into home labor markets<\/li>\n<\/ul>\n\n\n\n<p>Under such a system, mobility itself becomes structured and predictable.<\/p>\n\n\n\n<p>This approach benefits both host and origin countries.<\/p>\n\n\n\n<p>For host countries like Japan, it stabilizes labor supply.<br>For origin countries, it encourages skill transfer and economic development.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why Circular Migration Matters for Japan<\/strong><\/h2>\n\n\n\n<p>Japan\u2019s demographic situation is becoming increasingly severe.<\/p>\n\n\n\n<p>The working-age population continues to shrink, while demand for labor in sectors such as construction, agriculture, and caregiving grows.<\/p>\n\n\n\n<p>At the same time, Japan still insists that it does not have an immigration policy.<\/p>\n\n\n\n<p>This contradiction has produced complex and sometimes fragile institutional arrangements.<\/p>\n\n\n\n<p>Circular migration offers a more realistic framework.<\/p>\n\n\n\n<p>It allows Japan to maintain the principle of controlled migration while recognizing that labor mobility is not a one-time event but an ongoing relationship.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Connecting Labor Markets Across Borders<\/strong><\/h2>\n\n\n\n<p>For circular migration to work, however, one condition is essential:<\/p>\n\n\n\n<p><strong>labor markets must be connected across countries.<\/strong><\/p>\n\n\n\n<p>If workers return home only to face unemployment, the incentive to remain abroad irregularly increases.<\/p>\n\n\n\n<p>This is one of the structural causes behind problems such as worker disappearance and irregular employment.<\/p>\n\n\n\n<p>Policies must therefore extend beyond the host country.<\/p>\n\n\n\n<p>They must consider the economic conditions workers face after returning home.<\/p>\n\n\n\n<p>Bilateral cooperation between labor markets becomes a key element of sustainable migration policy.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Toward Balanced Coexistence<\/strong><\/h2>\n\n\n\n<p>The Balanced Coexistence Model does not treat migration simply as a question of numbers.<\/p>\n\n\n\n<p>Instead, it focuses on <strong>institutional balance<\/strong> between three actors:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>host societies<\/li>\n\n\n\n<li>migrants<\/li>\n\n\n\n<li>countries of origin<\/li>\n<\/ul>\n\n\n\n<p>Circular migration provides one practical mechanism for maintaining this balance.<\/p>\n\n\n\n<p>It transforms migration from a one-directional flow into a structured exchange between societies.<\/p>\n\n\n\n<p>Such a system is not only more realistic.<br>It is also more stable.<\/p>\n\n\n\n<p>And stability, ultimately, is the foundation of coexistence.<\/p>\n\n\n\n<h2
