{"id":1470,"date":"2026-03-10T06:55:11","date_gmt":"2026-03-09T21:55:11","guid":{"rendered":"https:\/\/www.japan-workers.com\/?p=1470"},"modified":"2026-03-10T11:58:00","modified_gmt":"2026-03-10T02:58:00","slug":"the-fiction-of-no-immigration-policy-balanced-coexistence-model-part-13","status":"publish","type":"post","link":"https:\/\/www.japan-workers.com\/?p=1470","title":{"rendered":"The Fiction of &#8211;No Immigration Policy&#8211; [Balanced Coexistence Model \u2013 Part 13]"},"content":{"rendered":"\n<p>Japan often insists that it does not have an immigration policy.<\/p>\n\n\n\n<p>Successive governments have repeated this position for decades.<br>Even when expanding programs that allow foreign nationals to work and stay in the country, officials maintain that these measures do not constitute \u201cimmigration policy.\u201d<\/p>\n\n\n\n<p>This claim rests on a narrow definition adopted by the Cabinet in 2018:<br>immigration policy is defined only as a policy that encourages the <strong>permanent, large-scale settlement of foreign families<\/strong>.<\/p>\n\n\n\n<p>Under this definition, Japan can expand labor migration while continuing to say that it has no immigration policy.<\/p>\n\n\n\n<p>But the reality is different.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">1. Japan already relies on foreign workers<\/h2>\n\n\n\n<p>Over the past decade, Japan has significantly expanded pathways for foreign nationals to work in the country.<\/p>\n\n\n\n<p>Programs such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Technical Intern Training<\/li>\n\n\n\n<li>Specified Skilled Worker<\/li>\n\n\n\n<li>Highly Skilled Professional<\/li>\n\n\n\n<li>and the upcoming Ikusei Sh\u016br\u014d system<\/li>\n<\/ul>\n\n\n\n<p>have brought hundreds of thousands of workers into the Japanese labor market.<\/p>\n\n\n\n<p>These programs are not temporary in practice.<br>Many participants remain in Japan for years, transition to new statuses, or build lives in local communities.<\/p>\n\n\n\n<p>When a system allows people to live, work, and sometimes settle for extended periods, it is already shaping immigration in substance.<\/p>\n\n\n\n<p>Calling it something else does not change that reality.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">2. The risks of policy built on \u201ctatemae\u201d<\/h2>\n\n\n\n<p>The insistence that Japan has \u201cno immigration policy\u201d may once have served a political purpose.<\/p>\n\n\n\n<p>It allowed governments to expand labor migration while avoiding domestic controversy.<\/p>\n\n\n\n<p>However, this approach now creates structural problems.<\/p>\n\n\n\n<p>If migration policy is denied in principle, it becomes difficult to openly discuss:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>long-term integration<\/li>\n\n\n\n<li>labor mobility<\/li>\n\n\n\n<li>family life<\/li>\n\n\n\n<li>education and language policy<\/li>\n\n\n\n<li>community coexistence<\/li>\n<\/ul>\n\n\n\n<p>Instead, policies are introduced piecemeal, often designed to solve immediate labor shortages rather than long-term societal challenges.<\/p>\n\n\n\n<p>In other words, the debate remains trapped in <strong>administrative management<\/strong>, rather than evolving into a coherent social policy.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">3. The Balanced Coexistence perspective<\/h2>\n\n\n\n<p>The Balanced Coexistence Model begins from a simple premise:<\/p>\n\n\n\n<p>migration should be managed <strong>openly, transparently, and realistically<\/strong>.<\/p>\n\n\n\n<p>Pretending that migration does not exist does not reduce migration.<br>It merely obscures the responsibilities that accompany it.<\/p>\n\n\n\n<p>A sustainable framework requires acknowledging three simultaneous realities:<\/p>\n\n\n\n<p>Japan needs foreign workers.<br>Foreign nationals seek stable and dignified lives.<br>Local communities must remain socially and economically balanced.<\/p>\n\n\n\n<p>The task of policy is not to deny these realities, but to align them.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">4.
