The Illusion of Strength<\/h2>\n\n\n\n<p>Across Europe, the rhetoric of \u201cremigration\u201d has entered mainstream political discourse.<br>Mass deportations are framed as demographic defense.<\/p>\n\n\n\n<p>In Japan, too, enforcement tools are expanding.<br>Public reporting mechanisms.<br>Stricter oversight of employers.<br>Stronger penalties.<\/p>\n\n\n\n<p>On the surface, this appears decisive.<\/p>\n\n\n\n<p>But enforcement detached from trust produces something else:<br><strong>fear-driven compliance.<\/strong><\/p>\n\n\n\n<p>Fear can create temporary order.<br>It cannot create durable stability.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">2. What Enforcement Misses<\/h2>\n\n\n\n<p>In my daily work handling residence applications, I see a recurring pattern.<\/p>\n\n\n\n<p>Foreign nationals who have worked sincerely.<br>Paid taxes.<br>Contributed quietly.<\/p>\n\n\n\n<p>Yet when residence renewal approaches, problems surface \u2014 not always because of their conduct, but because of structural inconsistencies:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Incomplete social insurance enrollment<\/li>\n\n\n\n<li>Informal employment practices<\/li>\n\n\n\n<li>Poor documentation<\/li>\n\n\n\n<li>Employer negligence<\/li>\n<\/ul>\n\n\n\n<p>When enforcement intensifies without correcting these structural distortions, the burden shifts disproportionately onto the individual worker.<\/p>\n\n\n\n<p>The state punishes the visible actor.<br>The structural flaw remains untouched.<\/p>\n\n\n\n<p>This is not governance.<br>It is displacement.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">3. The Trust Deficit<\/h2>\n\n\n\n<p>If foreign residents perceive that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Reporting systems are weaponized socially<\/li>\n\n\n\n<li>Employers face little accountability<\/li>\n\n\n\n<li>Minor technical defects outweigh substantive contribution<\/li>\n<\/ul>\n\n\n\n<p>Then compliance becomes fragile.<\/p>\n\n\n\n<p>People comply not because they believe in the system,<br>but because they fear it.<\/p>\n\n\n\n<p>Fear-based systems generate three long-term risks:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Underground economies expand.<\/li>\n\n\n\n<li>Malicious brokers flourish.<\/li>\n\n\n\n<li>Social polarization deepens.<\/li>\n<\/ol>\n\n\n\n<p>Enforcement without trust unintentionally strengthens exactly what it seeks to eliminate.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">4. Balanced Coexistence Requires Symmetry<\/h2>\n\n\n\n<p>The Balanced Coexistence Model is not anti-enforcement.<\/p>\n\n\n\n<p>Rules must exist.<br>Illegal employment should not be tolerated.<br>Abuse must be addressed.<\/p>\n\n\n\n<p>But enforcement must be <strong>symmetrical<\/strong>.<\/p>\n\n\n\n<p>If workers are penalized for irregularities,<br>employers must face equal scrutiny.<\/p>\n\n\n\n<p>If reporting systems are introduced,<br>false reporting and malicious targeting must carry consequences.<\/p>\n\n\n\n<p>If compliance is demanded,<br>the state must ensure accessible language support, transparent procedures, and predictable standards.<\/p>\n\n\n\n<p>Coexistence is not softness.<br>It is structured reciprocity.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">5.
